The Competition Bureau of Canada and the Cannabis Act Legislative Review

Having participated in several meetings with the Competition Bureau between 2022 and 2023, we are pleased to see that their recent submission to Health Canada reflects our views and that of the industry.

We believe strongly in the opportunities this industry has to offer and will continue to advocate on improving the Act (and the Regulations) so it reflects lessons learned, the current reality and the challenges in creating and sustaining a new and innovative industry.

As the Competition Bureau correctly pointed out, there is urgent need for:

  • Tax reform;
  • Increasing the limits on THC edibles;
  • Easing restrictions on cannabis promotion, packaging and labelling; and
  • Decreasing the overall regulatory burden and compliance costs for Licensed Holders.

 We are optimistic that Health Canada and the Expert Panel reviewing the Cannabis Act will seriously consider the Competition’s Bureau’s recommendations, especially since the Bureau is an independent law enforcement agency in charge of regulating competition in Canada and responsible for ensuring that markets operate in a competitive manner.
